- Approval by Safe Work Australia and WRMC of all matters to be included in the model work health and safety (WHS) Regulations.
- Policy issues arising from the model WHS Regulations to Safe Work Australia progressively for decision if required.
- First progress report to WRMC on the model WHS Act and model WHS Regulations.

- Second progress report to WRMC on the model WHS Regulations.

- Safe Work Australia Members to consider exposure draft of the model WHS Regulations, model Codes of Practice, Issues Paper and Regulation Impact Statement (if required).
- WRMC to approve exposure draft of the model WHS Regulations, model Codes of Practice, Issues Paper and Regulation Impact Statement (if required).

- Public comment period opens for the exposure draft of the model WHS Regulations, model Codes of Practice, Issues Paper and Regulation Impact Statement (if required).

- Safe Work Australia to agree to model WHS Regulations package.

- Model WHS Regulations and model Codes of Practice provided to jurisdictions to allow for six month education/transitional phase. Transitional and consequential legislation to be drafted by each jurisdictional Parliamentary Counsel.

- Commencement date of model WHS Act and model WHS Regulations.
