Australian Code for the Transport of Explosives by Road and Rail 3rd Edition
On 3 April 2009, the Workplace Relations Ministers Council (WRMC) endorsed the publication of the third edition of the Australian Code for the Transport of Explosives by Road and Rail (AEC 3).
Legal effect
Currently, the second edition of the Australian Code for the Transport of Explosives by Road and Rail (AEC 2), applies in all states and territories. Jurisdictions have advised their intention to introduce the revised code (AEC 3) by 30 June 2009, with full implementation to commence on 31 December 2009. This implementation date aligns with the implementation date for the Australian Code for the Transport of Dangerous Goods by Road and Rail (ADG 7), which applies for the transport of other dangerous goods within Australia.
IMPORTANT IMPLEMENTATION INFORMATION
Readers will need to check with the Explosives Competent Authority in their state or territory regarding when the AEC 3 will be legislated to have effect in the various jurisdictions within Australia.
The AEC 3 was updated by the Australian Forum of Explosives Regulators (AFER), to provide standardised requirements, including safety and security measures, for the land transport of explosives by road and rail in Australia.
This revision has updated the listing of explosives, together with the technical and operational requirements, including the provision of packing instructions, applicable for transporting explosives by road and rail.
The AEC 3 more closely aligns with the United Nations Globally Harmonised System of Classification and Labelling of Chemicals (GHS); afforded by the UN Recommendations on the Transport of Dangerous Goods, Model Regulations (UN 15), as well as the Australian Code for the Transport of Dangerous Goods by Road and Rail (ADG 7)¹.
It is envisaged that the revised AEC 3 will assist in enhancing the level of consistency in its application across the jurisdictions, as well as addressing security arrangements relating to the transport explosives within Australia.
