Annual Situation Reports
In April 2001, NOHSC approved a Continuous Improvement program (CIP) to review and improve the national standards and related materials for each of the seven priority areas. This program is consistent with the NOHSC Strategy. Underpinning the CIP is the Annual Situation Report (ASRs), which identifies innovation and monitors the efficacy of the national regulatory materials. The ASR examines and reports on each priority area and:
- assesses the status of adoption of national materials by each jurisdiction;
- compares key components of the national materials with standards maintained by comparable major overseas OHS agencies;
- documents and analyses concerns identified by NOHSC stakeholders;
- identifies developments or emerging issues;
- assesses national and jurisdictional performance against agreed indicators and assesses the efficiency and effectiveness of declared priority standards, and
- identifies the status of all referenced materials.

Annual Situation Report (ASR) for the National Certification Standard for Users and Operators of Industrial Equipment
The 2004 Annual Situation Report (ASR) for the National Certification Standard for Users and Operators of Industrial Equipment was developed after further investigation of issues identified in the 2002 ASR and after consultation with the National Occupational Health and Safety Commission.
The key issues identified in the 2004 ASR relate to:
- the ability to deal with new and developing technologies and contemporary work practices;
- the effectiveness of Australia’s system of using an all-encompassing standard compared to international models;
- the transfer of the training and assessment of operators and users of industrial equipment to the vocational education and training (VET) sector;
- the robustness and confidence in the operation and administration of the Standard and Guidelines; and
- limitations in suitable data to measure the performance of the Standard.
