Explosives Regulation in Australia: Decision Regulation Impact Statement July 2016

In 2012, COAG asked Work Health and Safety ministers to progress national consistency in explosives regulation, where there are clear benefits to be derived.

Safe Work Australia has progressed this work on behalf of ministers through the development of the Explosives Regulation in Australia Decision Regulation Impact Statement (Decision RIS).

The Decision RIS takes into account the submissions received in the public consultation process undertaken in July 2015 and extensive consultation with the explosives industry and its regulators.

The Decision RIS identifies the preferred option which provides the greatest net benefit to the community. This option is to progress the development of nationally consistent approaches in four key areas within jurisdictions’ existing explosives legislative frameworks: the definition of explosives, the licensing framework, notification processes and the explosives authorisation process.

These reforms are targeted to address the identified problem of administrative burden experienced by businesses operating under varying requirements across Australia.

The Office of Best Practice Regulation confirmed the Decision RIS meets COAG best practice regulation requirements.
