This document provides the mandatory criteria for determining whether a substance is hazardous based on its health effects, and optional criteria for determining whether a substance is hazardous based on its ecotoxicological and physicochemical properties. It is addressed to all those concerned (manufacturers, importers, national authorities) with methods of classifying and labelling substances and preparations.
